LTCCP submissions continued

TDC’s Long-Term Council Community Plan attracted plenty of submissions from Golden Bay people and organisations. In the second of our two-week feature, The GB Weekly has selected the following representative samples. No individual submitters have been identified, but some organisations have been. The name of the organisation follows their submission.
Takaka flood mitigation improvements
“Where, how, why, at what cost, and who will pay?”
Community Board targeted rate
“Against the continuation of the targeted rates for the two Community Boards as this goes against the intent of the report delivered in the Representation Review.”
“Golden Bay and Motueka contribute through the governance component of the General Rate of 7% and are then target-rated as communities with Community Boards as well.” [GB Community Board]

Nelson Provincial Museum

Waste-water management
“As a householder who has invested a considerable amount of money in creating sustainable alternative waste-water disposal systems on our property, it is iniquitous and undemocratic to have to pay for the creation and maintenance of the system in our area (Central Takaka), plus the annual pan charge, when we do not even use the system.”

Affordable and sustainable housing
“I believe that the Tasman District Council Ten Year Plan should be far more proactive in encouraging all movement towards affordable, sustainable housing enterprises looking to build eco-villages that will encourage and enable young people to fulfil their dream of living and working in an affordable, environmentally sustainable way.”
“TDC should support energy efficiency technologies including developing environmentally sustainable demonstration homes. Support could include subsidies or reduced consent fees.”
“I strongly request...as much attention and actions to support affordable, sustainable home ownership as a stabilising force for our local economy.”
“I have been renting in the Bay for five years and I am aware of how many people are shifting and freezing in a few ramshackle rental houses that are available for a minimum of $150-$250 a week. How about a revolutionary, unique approach?”
Cycleways and walkways
“I would question the term “road improvement”, as we have repeatedly seen these so-called improvements in Golden Bay that are in fact, creating more dangerous conditions for vulnerable road users.” [Bike Lanes in Paradise]
“I am delighted to see the provision of a cycling facility between Takaka and Pohara has been included in the LTCCP.”
“I note with concern that the currently proposed design is for a 2.5-metre-wide facility and that its completion is not planned for six years.”

Marine management plan
“Forest and Bird are working with the Ministry of Fisheries to enable the development of a future management plan for Golden Bay waters. Rugby World Cup event
“I would like to add my support for the $103,000 over 3 years ascribed to the Rugby World Cup event only if it is to be used to improve the community facilities of Trafalgar Park and not to subsidise the event itself.”
Consent fees
“I request that the consent fee for solar water heating panels be eliminated or reduced to $100 (the cost of one inspection).”
Lidar photo mapping

Marine bio-security

Streetscaping

Environment and Planning

Coastal structures
“We support council responsibilities as a Regional Authority to manage coastal structures such as the jetties at Mangarakau, Collingwood, Milnthorpe and Waitapu.” [GB Branch of Royal Forest & Bird Protection Society of NZ]
“Thank you for considering taking responsibility for upkeep of other jetties around Golden Bay, not previously acknowledged as the responsibility of anyone.”
Coast Care
“I support Coast Care and endorse provisions in the plan to continue to fund this work.”
“I would like to see council reserves along the coast included in Coast Care plans.”
Takaka aerodrome
“Maintenance of cross-runway and improvements to the existing apron and taxiway areas requested. Also the development of a loop taxiway and the installation of a GNSS approach.”
St John, Golden Bay
“St John Area Committee has to relocate its various divisions in Golden Bay and is seeking financial assistance over the next few years.”
Takaka zoning
“… policies seek to prevent further residential expansion of Takaka township… but plan to leave business centre in Takaka town.”
“Council seems to have become obsessed with the risk of flooding in Takaka; personally I am more concerned about sea level rise and earthquakes.”
“If council wants the commercial centre of Takaka to be vibrant and prosperous, both it and the associated residential area need space to be able to develop. If residential development is killed off it will ultimately lead to a withering of the commercial centre.”
“For most people in Golden Bay it is more important to have a commercial centre in a flood-free area than residences where flooding will only affect a limited number of people. Provision should be made to move the commercial centre; residences will naturally follow.”
Government costs
“Many of the spending increases are due to costs imposed by Central Government (eg drinking water standards, building regulation, planning and consultation requirements). The council shouldn’t just accept these costs – it should be actively supporting the new Government’s reviews of drinking water standards and building regulation and pushing for these and other cost impositions to be cut back.”
Roading
“I support seal extensions but the current programme for the next decade (sealing just 10km of the 765km of unsealed roads) is grossly inadequate.”
“We are pleased to see a further section of Aorere Valley Road will be sealed and support further sealing of rural roads.”
“I support the tar seal extension to Wharariki Beach and to Farewell Spit.”
Public transport
“Whilst public transport is supported it should not be funded from the general rate. If there is public transport from Richmond-Nelson there should be a targeted rate on Richmond to provide the funds.” [GB Community Board]
Libraries

“Support increase in book numbers for our libraries. We really enjoy our new library in Golden Bay.”
Development Contributions policy
“Monies raised must be used for providing facilities they were collected for with a refund provision (+ interest) if the services are not provided within a reasonable period.” [GB Community Board]
Forestry
“We would welcome opportunities for high-value forestry plantings in Golden Bay.” [GB Community Board]
Bainham playground
“Bainham residents have requested a playground to be situated on road reserve beside the Bainham Hall. We would like to see this included in the plan.”
