Golden Bay Community Board, Tuesday 13 April
Chairperson’s report
Speed limits. While it is great that some Golden Bay speed limits have been reduced in the recent partial review, it is clear that further consideration is necessary. Rototai Road to beyond Arapeta Place needs further consideration as does Abel Tasman Drive east of Pohara Valley.
Community reefs. Having had the opportunity to meet with Lloyd Hosken regarding the community reef established off Opotiki, I believe that there is scope for such structures in Golden Bay to enhance the Marine environment. A previous community board had allocated funds from the Port Nelson dividend for this purpose.
It is therefore recommended that: The Golden Bay Community Board: 1) Determines what happened to the Port Nelson Dividend funds set aside for a Golden Bay reef project and 2) Investigates the steps to be taken in order to establish community reefs in the Bay at locations off Pohara, Patons Rock, Parapara and Pakawau Beaches.
2010-11 Annual Plan. The board needs to decide if we will make submissions to the Draft Annual Plan. Given the lack of meaningful success of previous submissions we need to question whether the effort involved is worth the solace of knowing that ‘we have provided the opportunity for matters to be considered’. At the very least, I believe we do need to make another submission opposing the targeted rate on communities with community boards. This mean-spirited tax is toxic to the relationship.
It is therefore recommended that: The Golden Bay Community Board considers making a submission to the 2010-11 TDC Draft Annual Plan.
 Regional park proposal. The board was requested to investigate the possibility of a 48.53ha block of land adjacent to the Motupipi Estuary being purchased as a regional park. The board has made enquiries with the TDC community services manager, inspected the property and has held discussion with the owner and other interested parties.
It is therefore recommended that: The Golden Bay Community Board takes no further action at this time regarding the property suggested as a regional park and advises those interested in the project of this, together with the suggestion that they consider forming a group similar to the one formed to purchase the Takaka Village Green land if they wish to pursue the matter.
